Cemetery District SOI Update There are nine cemetery districts in Plumas County. The Commission has completed municipal service reviews for each of the districts and is presently in the process of updating the Spheres of Influence for each of them. A public hearing where the Commission will considering adopting the updated Spheres of Influence is to be held at Plumas LAFCo's regular meeting on April 8th, 2019 at 10 am at the County's Board of Supervisors' Chambers.
Plumas Hospital District (PHD) and Indian Valley Healthcare District Reorganization (IVHD) PHD and IVHD have submitted an application to LAFCo for reorganization. The reorganization consists of PHD annexing the territory within IVHD and IVHD being subsequently dissolved. The agencies are in the process of negotiating a tax sharing agreement with the County. Following that process, LAFCo will consider the application for approval at a Public Hearing.
Eastern Plumas Healthcare District (EPHD) and Sierra Valley Hospital District Reorganization (SVHD) EPHD and SVHD submitted an application to Plumas LAFCo on July 30th, 2018 for EPHD to annex a majority of the territory within SVHD, and for SVHD to be subsequently dissolved. LAFCo considered and approved the application at its December 10th, 2018 Public Hearing. A protest hearing was conducted in Sierra County. All conditions have been met and the reorganization has been finalized.
Plumas County Fire Services Discussion Given the tragic wildfires of the last couple of fire seasons, extensive challenges faced by the fire service agencies, and the transitional state of many of the fire providers around the County, the Commission has taken a particular interest in supporting positive change in fire service structure. In May 2018, LAFCo staff attended the Gold Mountain CSD Board Meeting to present on options available to fire providers. A town hall was held in June 2018, where LAFCo staff presented the history of the fire protection districts and options for restructuring. The Commission invited representatives from the various fire districts to its regular meeting on October 15th meeting to continue the conversation and receive a status update on each agency, including the challenges that are being faced presently and any potential for change of service structure that the agency is considering to address these issues.
