The Graeagle Community Services District (GCSD) desired to activate the latent power of construction and maintenance of transportation related infrastructure.  Specifically, GCSD had been in the planning phase of constructing a foot bridge in the Graegle community to enhance public safety along the main road.  LAFCO approved activation of these latent powers in October 2022.
