Municipal Service Reviews and Spheres of Influence

Plumas LAFCo regularly updates Municipal Service Reviews (MSRs) and Spheres of Influence (SOIs) for the City of Portola and special districts in Plumas County, pursuant to California Government Code Sections 56425 and 56430.

This page acts as a directory for these reports, divided into three sections:

- Public Review Drafts: Ongoing MSR and SOI updates currently open for public review and community feedback.

- Adopted Municipal Service Reviews: Final, approved operational evaluations organized by geographic region.

- Adopted Sphere of Influence Updates: Final, approved boundary maps organized by service type.
