Plumas Fire 2026 MSR & SOI Update
The Plumas Local Agency Formation Commission (LAFCO) has initiated a Municipal Service Review (MSR) and Sphere of Influence (SOI) Update for fire service providers under its jurisdiction. LAFCO has retained the firm Policy Consulting Associates (PCA) to conduct this review.
Pursuant to the Cortese-Knox-Hertzberg Local Reorganization Act of 2000 (Government Code §56425 and §56430), MSRs are required every five years, or as necessary, to address each of the following subjects:
- Growth and population projections and implications for service needs;
- Services to disadvantaged communities;
- Financial ability of agencies to provide services;
- Present and planned capacity of public facilities and adequacy of public services, including infrastructure needs and deficiencies;
- Status of, and opportunities for, shared facilities;
- Accountability for community service needs, including governmental structure, transparency, and operational efficiencies; and
- Any other matter related to effective or efficient service delivery, as required by Commission policy.

- Pratville-Almanor Fire Protection District

- C-Road Community Services District
- Greenhorn Creek Community Services District
- Long Valley Community Services District
- Plumas Eureka Community Services District
- West Almanor Community Services District
- Gold Mountain Community Services District
- Beckwourth Peak Fire Protection District
The Plumas Fire Safe Council and Plumas Fire Chief's Association have also been appraised of this review.
